Good morning,
I was wondering if it possible to follow the conference (remotely) even without submitting an abstract. If possible, when and where will it be possible to register?Thank you in advance.

Yes, you can join the conference without submitting an abstract.
If you submit an abstract, you can present in the conference.
If you want to join in-person conference without submitting an abstract, you can register at https://www.eventbrite.com/e/city2023perth-international-conference-at-curtin-university-tickets-520180753637.
If you want to join online conference without submitting an abstract, you can submit your email address at https://yongzesong.com/cityplus-2023-submit-abstract/, and write “Attending without submission” in Title and Abstract blanks.
